<p>You mom’s income MUST be reported whether she files taxes on it…or not. The tax issue is a separate one that is also not a good one.</p>

OP, so how much money is your mother not declaring? In other threads, I see that you’ve posted that you got Common App fee waivers (your gc approved them), even though you state that you did NOT meet income/financial requirements (fraud on the part of your gc?)and that you don’t qualify for free or reduced lunch or SAT fee waivers. So how do you qualify for the Pell Grant? You live with your mom as the custodial parent; did your father file taxes and are you using only his numbers, while ignoring just how much that your mother makes internationally? What is your father’s income and what is your mother’s (nondeclared) income? Just because she doesn’t want to use her money doesn’t mean the taxpayers should be subsidizing you.</p>
<p>The OP may be eligible for Child Health Plus until age 19, and Medicaid after that.</p>
