It’s actually called the “One University Policy” and yes, you can take any course offered at any of Penn’s undergraduate, graduate and professional schools.

When you apply to Penn, you apply to one (or two… but that’s a different story) out of the four undergraduate schools. While in undergraduate, you are free to take as many courses at any of the schools as you wish; each school has limitations on what counts toward graduation requirements, but if you really wanted, you could take a full load of Nursing courses, even if you’re in Engineering (why you would do that is beyond me, but you’re allowed to!).

This privilege extends to every graduate and professional school as well, although each department has restrictions. For example, you are technically allowed to take a 600 level political science course, which is a Ph.D. course, but if you are not enrolled in Penn’s political science Ph.D. program, you have last priority, and the professor can choose to decline your enrollment request without justification.
