…by the time the school year starts?
I am currently a U.S. citizen with US residency and at the time I apply to McGill I will still have this status, but by the time the semester starts I hope to have earned a Quebec permanent residency.

If I am not a Quebec resident at the time of the application, but I am a Quebec resident by the time the school year starts, will I need to pay international tuition or local tuition?

You still have to non-local tuition I think. Ask the admission but the chance is you won’t get local tuition

I just got a reply from the McGill staff and they said I would likely pay local tuition in that situation. In case anyone’s curious idk.
