Help with a writing question

(Even choosing) the least expensive rate, the package was so heavy that it cost José nearly a hundred dollars to mail it to his cousin in Madrid
A Even choosing
B Even though choosing
C Even though he chose
D Although he had chose
E Although choosing
Correct answer: C
I know that B and E are incorrect since "even though" and "although" are followed by a clause, and that D is wrong becayse "chose" should be "chosen". But why A is wrong?

It’s ambiguous who chose it plus I don’t think it should be in the present tense

thanks!

Yes. It’s a modifier error. The package was not “choosing” a rate.
