Here is the award package for SUNY Binghamton:

ACG: $750
Federal Direct Subsidized Loan: $3,500
Federal Work Study: $1,500
Federal Pell Grant: $3,281
Federal Perkins Loan: $1,200
Federal Direct Parent Loan: $4,240
NYS TAP Award: $3,482

My EFC is around 1470. My question is what if I decide I do not want to take out loans, will I receive more grants? I think the highest amount for fed pell grant is 4,731. Combined with TAP, I will still have to pay around $8,000 per year which doesn't sound right with my EFC.

No it is not likely they will give you more grants. You already have the maximum Pell for your EFC - the Pell
maximum is 4731 but that is for someone with an EFC of zero. As the EFC goes up the Pell goes down. Your ACG is the max for a freshman.

if not federal grant, what about university scholarship which is suppsoed to be awarded based on financial need, academics, etc? I didnt get any for my package but would I get it if I decide not to do loans?

Probably not. If they were willing to give you university grants/scholarships they probably would have already offered them to you. If you don't take the loans - well you just wont have that money. If all it took to get more grant money was saying no to the loans everyone would say no to loans.

The best thing is to ask the school if there is any way to get more aid. No one here can really tell you what they will or can offer you.
