High GPA, average SAT scores

hi!
I have a current GPA of 4.49 weighted and 4.0 unweighted. This is a UC gpa of 4.16. My school is among the top schools in CA and I am class rank #6 (due to the small class size)
I have gotten a 4 on my APWH exam, and am aiming for and expecting 4’s and 5’s on my upcoming APLAC and APUSH exams. (based on current practice test performance)
I also plan to take subject tests in US history and biology, both of which where I expect 700’s (again based off practice tests i have taken)

I just got my SAT score back and got a 1250 (which i knew would happen based off practice tests). This is the 77th percentile.

My SAT scores are average among someUC’s (who i mainly want to apply to), but my GPA exceeds their average. How badly will this affect my chances of getting into UC’s? Do they care about gpa more? Will my gpa and ap scores in a way balance my average SAT score?

UCs generally care more about GPA than test scores. However, test scores are still part of their consideration. How big is your class size? Which UCs are you targeting? What’s your future major?

Top UC’s expect competitive test scores along with a competitive GPA so as stated above ^^^ which UC’s are you targeting? Intended major?

my class size is of 54, i am targeting UC Irvine, UC Davis, UCLA, and UCSD, my future major is communications/journalism

Not badly at all since GPA IS MOST IMPORTANT AT UCs. But… maybe try the ACT at least once.
