<p>Second, providing lower-division classes at a UC is much more expensive than providing them thru a CC. In an approach aimed at reducing costs to to the state, the Master Plan envisions students taking their first 2 years of study at the lower-cost option, then completing their 4-year degree at a UC or CSU campus.</p>
