high school completion program in washington's community college or GED

Hi, everyone
I'm currently a sophomore in high school
i love my school, but the tuition is so expensive (international student) so i plan to go to a community college next year
my freshman gpa was about 3.9, but this year i didn't do well. i think i got a gpa about 3.0~3.5 which cannot lead me to my dream schools. i think it might be a good idea if i go to a community college and transfer to a four year college in one or two year.

don't know if anyone know anything about "WASHINGTON 45" program from university of washington. I'm very interested in that but don't know if I'm can do it. i think it's a program for people who want to transfer in one year, but what i heard about the "high school completion program" is that you can get your high school diploma and associate degree after "two" year in CC.

i want to spent more time in a four year college, so i want to transfer to UW as a sophomore.
i read a lot of story about the social life of being a transfer student haha from here, which kind of freak me out
does the "high school completion" program works together with the "washington 45"?
If not, should i just drop off high school and take GED this summer?
I'm planning to apply for the fall quarter.

Thanks a lot if someone can give me some advise^^
