Housing "guarantees"

S is recipient of Benacquisto Scholarship. UCF website says he is guaranteed admission to BHC and guaranteed housing for all four years.

He has submitted his application for the honors program but no decision as of yet. He is interested in living in the Honors dorm (Towers).

We are still waiting on financial aid decisions from a couple other schools so may not be able to commit to UCF until mid-April. Hopefully, by then he will have his Honors acceptance.

If we wait until April (or even May 1st), will he still be able to get housing in Towers 3?

Also, Towers dorms are almost twice as much as the cheapest dorms. How does the Benacquisto scholarship cover this? Do you get a flat dollar amount that is used for covered expenses such as room, boards, books, fees, etc. or do they just pay for whatever charges you incur for covered expenses? I hope I’m explaining my question well.

Please note that I am not familiar with benacquisto in particular but I am a recipient of the National merit scholarship which, from my understanding, works the exact same way.
Housing is garunteed with preference for four years. As long as you submit the contract by may 1st you will be placed first in line so you will get whatever housing you want.
The scholarship covers UCF calculated cost of attendance. This means that they will only “pay” for base housing, but the scholarship goes beyond just base tuition, room, and board. For me, I am receiving enough OOS to cover tuition and room/board at tower 3 if I wanted it but I would not be receiving much additional on top for books/misc/transportation. Nothing is waived, you just recieve a certain $$$ amount and spend it where you want.
