How do colleges deal with +/- systems?

Right now, I do not have a 4.0 GPA. I haven't made any Bs though. I made a couple A minuses (a 92- 90 average in a class) that brought my GPA down. However, had I been at a school with a different grading system, I would have had a better GPA. So do colleges take this into consideration? How do colleges deal with grading scales? Do they reweigh it with their own system, or do they look at the number but keep it in context? Or do they just take the number at face value?

class rank usually helps. some schools do recalculate though, and if they did i hear they take away the +/-
