This year, AP Tests for me totalled $160. That's only two tests but I didn't even have enough money for one. My history teacher told me that colleges like it if you at least take the tests- and I would have, if I had the funds. Is there anyway I can tell the colleges I'm applying to "I'm sorry, I couldn't take the test because my family could not afford it and they would not let me use fee waivers"?

I think most colleges have an optional part on the application for students to say anything else they'd like to. If you think it matters, you could include it there.

that's an honest answer, and in your situation it's the truth. they would understand, especially if you apply to a college using a fee waiver or requesting a fee waiver.
