How hard is it for an out of state student to get into a UC school?

Particularly UC San Diego. I want to go there for engineering. They have a 42% acceptance rate, but I'm not sure how many of the students accepted are out of state students, as I know they accept more in state students. These are my qualifications.

Please let me know the average number of out of state students that are accepted to UCSD and if you think I have a good chance of getting in. Thanks!

Not too many are from OOS but they are accepting more because of the tuition difference: [Out of state? Come to UC - Los Angeles Times](Out of state? Come to UC) Can your family afford UCSD OOS?

Your stats are low for engineering at SD. Bringing the SAT above 2120 would help a lot.
