How important is a higher Out of State percentage?

Flagler has been on DD radar for several years.. We live in Europe but happen to be Florida residents but she has never lived there but spent the past 4 summers there with our family. We had a great college road trip in the spring so she sat down with a professor and really enjoyed the information shared. None of the state FL schools fit her desires for smaller size and NCF is not her style overall. Eckerd came into the picture a few weeks ago (thanks to this board) so now she has it narrowed down to two private schools so being a FL resident is doing nothing to help with the tuition but both offer nice rates and merit. Marine Sciences is her degree plan but she also sincerely plans to add on a Teaching degree / certificate for several reasons. Flagler has Education as a minor and we were told it is common to add on. Great...but Flagler is 60%+ instate students. Eckerd is less than 20% but does not offer an Education major or minor. We have not visited Eckerd but will fly out after the acceptance packages are all on the table if it is still on her list. She is not sure how much a large instate population should matter.... does it? Thoughts?
