How is the CS program?

I don't mean in respect to reputation; I'm well aware of how well-regarded the program is in the academic community. Rather, I'm thinking more in terms of faculty teaching ability and clarity of communication. At my current school, the CS faculty are nearly incapable of communicating in English, and are not very effective at teaching either.

I'm an economics major, but would possibly like to declare a cs minor.

Not sure if this bit of anecdote is helpful, but the best GSI I ever had at Michigan was from CS, and probably 3 of my top 5 TA/GSIs were CS. I only took the minimum 5 classes for the minor.

I didn’t find any of my professors unintelligible, but I would expect variation in teaching ability among professors in any program anywhere.
