How likely is it that I can switch majors to engineering and still double major?

I was admitted to UCSD in Marshall college with a math major. When I applied, I chose math as my primary major and comp sci as my secondary, but since then I realized I would rather do CS. So since CS is separate form math how likely is it that I can switch to CS as my main major, complete Marshall's GE requirements, and possibly even double major in applied or pure math?

Also is switching majors dependent entirely on GPA? If so would they look at my whole GPA or just the average GPA of the pre-reqs for CS? sorry for all the questions, I'm just really nervous that I might not be able to major in what I want because I wasn't thinking properly when I applied.

According to this, you have to take certain CS classes, and then apply to be admitted into the CSE major. Applicants are ranked according to the grades received in the CS classes they took, and then will be admitted to the major until all spots are filled.

I would focus on getting into the CSE major first, and then worry about double majoring later. You can plan out all of the courses you need to take to see if you could do it all and still graduate on time.
