Anyone with experience in the Flagship language programs? Do the programs, such as Chinese Flagship, lead to business as well as social fluency at completion of the programs?

No specific experience sorry, but social fluency is much harder than business fluency.

My 15-year-old daughter (she turns 16 tomorrow!) is studying this semester in Cadiz, Spain. The study abroad program gave the kids a fluency test before they left, and they will take another exam when they return. It will be very interesting to see how much she improves. Her host parents speak NO English at all, so she really is 100% immersed in Spanish. She said that everyone is very helpful and encouraging.
