How to deal with cold weather, what to wear?

I will be heading to Indiana University in the fall and everything seems to be great so far. The only problem is the cold weather. I'm from south Florida and it never gets cold here. My entire wardrobe has absolutely nothing to keep me warm. What I should I start buying when the time comes for clothes? I can handle the cold, I just need to know how to handle it efficiently.
Also, do people normally wear facemasks when it's cold out? Because I can't go out in freezing weather without my face freezing and my lips chaffing.

Here are two posts from people who asked similar questions:

I hesitated to include the second post because it is a few years old and gets a bit rude, but there are some tidbits of good advice.

Adding a few things to those posts: You probably don’t need a face mask, but you should have a scarf wide enough to wrap around your nose and mouth for the coldest weather. Breathing into the scarf helps to keep your face (and lungs) warm. Chapstick will be your friend in the winter. Waterproof boots are important. Not sure if you’re male or female, but skip the “fashion” boots, you want something with a good tread for slippery pavement and boots that you don’t mind getting dirty and slushy. The bus system will also help to keep you out of the cold. It’s not perfect, but it helps.

OR you could bring your warm weather up north. Please?

Unlike FL where you shop for cool cotton, here in winter polyester fleece will be your friend. By October you will want to have some fleece Hoodies or zip ups. Layer shirts underneath. Lots of kids like the Northface ones (Osito is popular) but they are expensive, Kohls will have some just as warm and 1/3 of the price. If you are a girl, those silly fuzzy socks from old Navy will keep you warm. Hat/Scarves and moisturizer will protect your skin. Get a warm pair boots (not uggs, they are not weather resistant). We have had incredible spell of cold here this week, hopefully you will never see the likes of it.

Every kid here in Ohio is now wearing Hunter rain boots with the sock insert in them. No moisture is getting in there!

I spend a lot of time in ice rinks, even in the summer, and I love wool socks. They keep you cool in the heat and warm in the cold. Smart Wool and Point 6 are two good brands.

Agree w/upperarlington re: Hunter boots w/sock inserts. Have recently been on UMich and UIUC campuses and they are very popular - they will keep your feet dry and with the sock inserts they will be warm, too. Costco recently had the boots for $79. I don’t see these going out of style any time soon. There are some good deals right now for coats, gloves etc. I would think a longer down coat would be helpful.
