<p>Establish residency, pay your taxes, live there for 12 months and then apply. Then, you can enjoy in-state reduced rates. Otherwise look for a Florida program.</p>
<p>I’ve heard that most states require you live in the state for a certain amount of time BEFORE enrolling in college to establish residency. This does differ from state to state so you should be certain of the requirements before applying as T26E4 points out.</p>
