how/when do I arrange an interview?

<p>Since I'm living abroad I'm supposed to arragne an interview myself.
The information sheet says "arrange an admissions interview once an application has been sumbitted to Harvard College" .
So, does that mean I can contact an interviwer even after the deadline for application (1/1) has passed?
I'm bit confused since many people here seem to be getting an interview already..</p>
