I am going to find out my decision from this college by phone.
But if I am rejected, would the person on the phone feel really bad and sorry for me and not know what to say? I am afraid for how awkward it would be. If s/he says sorry that I didn't get in, what should I say?

Thank him/her for taking the time to call you and say that you understand their decision.

No I will be calling

^
Oh. Well, thank him/her for telling you and reiterate that there are no hard feelings. Nothing to gain by being rude to the messenger.

If you’ve ever seen the movie Up In The Air, I guess this would be a case that the main character is set up with. He has to tell other people that they’re fired as part of his job. But it’s really unrealistic. Usually when they tell you to call them or they call you it’s a good thing, so don’t be too worried. Be realistic. Why would they waste their time asking a rejected student to call them? Good luck!! What college is it?

Maybe they just wanna hear you scream through the phone. What college is it that they ask you to call you to find out your application outcome? They’re supposed to have people that email you a rejection for this type of thing :
