Okay, so like the title says, I have a major problem. From a local state university (Eastern Michigan), I’ve received a full-ride scholarship and ‘presidential scholar’ distinction. The thing is, I have to decide whether or not to accept or decline the scholarship by March 15!!! I figure my college choices are coming down to this school and Penn. I applied regular decision to Penn, and won’t know whether or not I’m admitted or my financial-aid status in time! I certainly can’t think of anything to do. Can anyone?

This has been discussed in the parent's forum. http://talk.collegeconfidential.com/showthread.php?t=293211

I think you should either ask for an extent ion or just accept the scholarship and then decline it if you choose to go to Penn or any other college instead.

I'm thinking I'm going to ask for an extension. On the letter, one of the terms of the scholarship was going to the university, so i can't accept the scholarship without accepting the acceptance. it's really quite a shame.

I would talk to your admissions officer at Penn about your conundrum. They might be able to give you a "hint" as to what to decide.
