<p>appeals are hard - i know plenty of people who have tried and failed. sorry. unless your parent's taxes will be very different in 2004 from 2003, it'll be hard.</p>

<p>My dad appealed via email I believe. At the time he was out of a job but that wasn't reflected in his tax forms (which were based on the previous year's earnings) so Cornell threw an extra $6000 in grants our way. I think you have to have a valid reason.</p>
