<p>UMD, but I'm instate and would never look at a SUNY. Binghamton is ranked in the mid 80s by USNWR and UMD is ranked in the mid 50s. It is hard to say which is better, but IMO neither is worth the OOS cost, so you should probably stick with Binghamton.</p>
