@Penn95 I would argue the opposite, that the New scores being lower than Old indicates that College Board 's concordance tables were wrong as long suspected. I don’t believe Penn posted them that way by accident. Penn is not the only selective college for which this is the case. For potential applicants trying to figure out where they stand, knowing the range for New scores is invaluable.
The facts page converting all Old scores to New via College Board’s 2016 concordance tables and then combining with actual New would correspond to the requirements of the CDS (and accordingly renders the CDS unhelpful to potential applicants)
