State grants pay for very little high tech research, Coolguy.
High tech research is funded by the federal government, private industry, and some private philanthropy/foundations.
Most of this money is agnostic in terms of where it goes- i.e. the grant isn’t going to U Conn just because a company happens to have an operation in CT. It will go to the researchers who make the best case in their grant application as to their vision and competencies in carrying out the research. Which may mean U Conn, or MIT, or Duke, or JHU, or Cornell, or Princeton.
