<p>I'd say Mich is much more difficult to get into OOS. Illinois probably only has OOS rate of 7% because students can generally stay in their own state, pay much less tuition than OOS at Illinois and get a comparable education (depending on the major).</p>
<p>I'd say Mich has a higher OOS population because academically, it's highly respected academically, more so than most state flagship Us. Also, it's harder to get into from OOS because I'm sure the caliber of OOS students applying and being accepted is higher - so the competition is greater.</p>
<p>Michigan is more difficult to get in. Illinois tried to increase its OOS population couple of years ago, but was scrapped due to public outcry. Therefore, not many people apply Illinois from OOS.</p>
<p>By the way, UIUC has no bias against OOS students. Some college tends to be easier than other colleges in terms of admissions.</p>
