ILR - State Residency - Reduced Tuition? How does it work?

Hey, I’m curious about how the ILR - reduced tuition/NY State residency really works. Any input from current students (don’t have to be in ILR) who have reduced tuition due to the State-funded colleges would be appreciated!

If we were to live off-campus in near-by apartments, then won’t we qualify as NY residency?

If we lived in dorm rooms for 1 year, are we considered legal residents of NY?

If no to both 1 and 2, then is there ANY way for an out-of-state student to qualify for the reduced tuition, without having his parents buy a home or rent in New york?

thanks a lot!
