<p>Greetings, I'm a 16 years old freshly graduated student from the middle east. I was planning on studying in my home country but it's a total wreck at the moment (because of the conflicts). Long story short, the country I currently live in offers good academic programs but would cost around ~25000$/year, while this price may seem reasonable from an American perspective, it's considered pretty high here. Anyways, My overall grades average is ~92% and I only took the IELTS test and got a 7. My family will probably be able to afford something around ~15,000$ or less. I speak Arabic and English and I'm already learning German in my free time (still a beginner though). </p>
<p>As an international, it will be very difficult (if not impossible) for you to find a US university where the COA is less than $15,000/year. You will need very large merit scholarships to try to bring the price down. Your GPA looks good, have you taken the SAT or ACT?</p>
<p>If you can, take the ACT and/or SAT. I would recommend checking out the University of Alabama. They have very generous academic scholarships. I’ll be attending there starting this fall and so far, I’ve had a great experience with them. Good luck!</p>

<p>If you are a Science, Engineering or Math student the South Dakota School of Mines & Technology could be an option for you. Tuition for your would be approximately $13,000. Housing costs are $7,000 or less, depending on your living arrangements. There is a small but active community of International Students.</p>
<p>There are many schools in the US that offer generous merit scholarships based on SAT and ACT scores. Two that I know off the top of my head are University of Alabama and Auburn University.</p>
<p>A 7 on the IELTS? That’s the minimum required by most selective schools. Take the SAT and tell us what you score. </p>
<p>Anyway, there are many schools that offer financial aid to international students (but very competitive indeed). You will have to start from the bottom and research this matter. There are lots of threads on CC that can help you understand this process. The schools listed on that link sound like great options but are not in the realm of possibility until you have the SAT scores for them. While a 1900 on the SAT would definitely eliminate Alabama as an option, it could still, potentially, work for holistic liberal arts colleges (like St Olaf and Trinity College, and even Hamilton) as long as you make up for it in other areas.</p>
<p>If you HAVE to go to the USA, look into McNeese State University. Costs around 10k every year (with the “Access Award”). I can’t comment on its worth but this is the “last” option I recommend to people who say that they HAVE to go to the US.</p>
<p>You can study German in Germany for a year and attend university there for free if you pass the (difficult) language test.
Most UK universities will be over your budget and don’t have financial aid for internationals.
There are some programs in English in the Netherlands, Finland, Norway…</p>
