The other thing you could do is try s private school with good need-based aid. Many private schools will ask about both parents income, not just your dads.

His mother is deceased and the dad is separated from stepmom. Schools usually do not ask for stepmom info once that marriage fails and they’ve separated (which sounds like it happened awhile ago, hence dad now living in another state with his parents)
