I do an activity every point of the year, attend junior borough council committee in my town, and I play an instrument on the side. I’m just wondering about my chances of getting into a top tier college so far and if the undertaking of three languages is impressive in any way to a college (I would like to major in foreign language).

Without a GPA it is not possible to guess at your chances at “top tier” colleges. Without SAT or ACT scores any response would still be a guess. As such, you might want to wait a year or 18 months and ask again.
I will note that I know plenty of people who speak three languages. This is a very useful skill and will help you a lot in many possible careers (my wife says that she things speaking Spanish has helped her get every job that she has ever had). However, you will also need good grades and/or another skill.
Try not to worry/stress yet. You’re only a sophomore and haven’t taken standardized tests yet.
Class rigor seems good with the 3 AP/Honors classes. You will also need to work on getting leadership positions in school. If you are interested in languages, start a linguistics club in school.
Is it possible for you to skip a level in languages? Based on your schedule you are on track for AP German Language as a senior, but unless you demonstrate a high level of proficiency in the other languages, you will be at Level 3 only.
You could also study a language at a CC if that is an option available to you.
It’s the actual details. And how you specifically pull together the app and supps. Not just gpa or that you have ECs year 'round. If you meet the academic bar, that’s only the first step. You don’t need to go into detail here. It’s too soon.
Learn what your targets value and look for. (Not some simplistic ovetview.)Then you can start to self match. And you’ll see where you need to fine tune.
Okay thank you. I have another question if you can answer it. Does a GIEP matter to colleges? I have one and it was pretty active when I was in elementary and middle school, but now it’s rather useless besides helping me waive into a class.
With a 3.98 gpa, your chances at “top tier” may depend upon a wide variety of factors, one of which is your definition of “top tier”. You certainly are on track for a choice of multiple very good universities. Over the next couple of years you will want to think about what you want in a university.
You definition was good enough for me. “Very good universities” are really all I’m looking for since I just would like continue my education afterwards. As terrible as it sounds, I do want some sort of title from a school that makes me seem more employable. I suppose a lot of unneeded pressure gets put on me by my parents so I get a little lost.
By the time you reach the full employment hunt, you should know no school name on the diploma is all it takes. No one who muddles through Harvard gets a job he/she isn’t qualified for. Plenty of people from no names are successful.
I think you know that. But right now, that’s at least 7 years away. That’s half your life, so far.
Learn what matters in getting ahead in life. That’s not assuming. Put your efforts into the right experiences, a balance of for fun and, well, looking forward.
Our my school does not offer an AP courses in any languages, but I definitely should take some classes at a community college. What I also would really like to know is if my current class schedule still gives me plenty of mobility to find something that I can like and give me chances to pursue that an institution of higher learning
