My family will be fully vaccinated (2 weeks after 2nd dose) by July 4th. We would like to visit colleges on the East Coast (~ mid-Atlantic region) this summer. What schools will have in-person campus tours this summer?

Boston College has just started scheduling in-person tours for June. UVa says they are hopeful about reopening in summer, but they are not scheduling yet. Some state schools are opening or have even remained open throughout, especially in red states. My D22 and I toured Kansas a few weeks ago with two very helpful and enthusiastic student guides. Trinity U in Texas is also offering tours.

I know Kansas State University, University of Kansas and several colleges in TX are doing in person tours.
I believe that American University in Washington, D.C. is back to having in-person tours. Check the website, here, Visiting AU - Campus Visits | American University, Washington, DC
I would go the website of the schools that you are interested in, and search “in-person campus tours”.
Literally over 1,000 colleges on the east coast so you need to figure out what schools or areas you may be interested in visiting and see what they are doing.
With online research, you should be able to find event registration calendars for colleges of interest, such as https://admission.hamilton.edu/portal/oncampuseventregistration?cmd=campusvisit.
