Focus on meet need schools such as the NESCAC schools and those colleges that have full tuition scholarships for your stats. Run the NPC on each of them.
I would strongly recommend looking at GA in-state schools (with the hope scholarship - make sure you are eligible) and apply to the ones you would consider going to if all the other OOS or private school options do not work out as affordable. The goal is to get a very good UG education with as little debt as possible. What are your education goals? If you wish to go on to professional school after UG, you also still want to keep UG debt low and be able to achieve high GPA at UG school.
You want to go to a school where you have very good academic opportunities, and be able to take advantage of other EC activities, the socialization with others - finding your tribe.
You got thrown into a new school/new location for senior year. Was your original HS/home in the NE?
The 4 year merit situation for you to complete an UG degree is an important thing. Many schools that might give you a lot of aid - it also has a stack of students like you or stronger applicants wanting those limited slots/scholarships.
IDK GA schools well - GA Tech, U of GA. Look at their programs, honors college, etc. Look at the things that are important.
UA cut back the financial generosity of its scholarship level. Many previously benefited from full tuition and stacking of scholarships like engineering ($10K, at $2500/year). My DD took advantage of those scholarships as an in-state student; those OOS, full tuition was very good, often better deal than attending their particular state flagship (it depends on what state a student is from).
Have you taken the ACT? Some students do better on ACT over SAT, others the SAT over the ACT. Some schools will still consider the Dec testing, and some may improve their scholarship with later testing. However deadlines are looming.
Be sure to have enough financial safeties, which most likely will be GA schools.
Your stats look good with the exception of the SAT, but if you can bump that up soon, you should definitely look into the QuestBridge National College Match program. In your senior year, you will be eligible to apply to the QuestBridge NCM, which is a program for low-income families (their bracket is a family income of $65,000 or less for a family of four), so definitely be on the lookout for when the applications open for the class of 2019! The program will allow you (if admitted as a finalist) to rank colleges such as MIT to Rice and Stanford, and apply to these “EA/ED” through QuestBridge. Once your SAT improves, you will also be in the running for most competitive schools that offer generous financial aid. Many of the schools that offer 100% of financial need (a list accessible through internet search), do not require students of household incomes lower than $60,000 to pay anything at all. Keep looking at selective schools, because they will most likely be cheaper for you than some state schools.
Of course, getting into these schools like Princeton and Harvard isn’t easy, but you’re definitely almost there in terms of stats! Once you’re in their stat range, it’s who you are as a person that’ll matter more for the AdComs. Best of luck!

1470 is excellent, well above the Questbridge limit, don’t worry.
However you cannot bank on Questbridge only, so you need to apply to many schools that are likely to be affordable. You need as many choices as possible.
