Instate preference for Soph or Fresh Transfers?

There seems to be many mixed messages on this. I hope in-state gives an advantage, I really want to get in.
I am transferring with 15 credits (in progress now), so I may be a fresh or soph transfer.
If not, is the OOS pool really competitive for transferring? As competitive as the OOS freshman pool, or are they discouraged by the higher tuition fees of attending an out of state public university?</p>

<p>Can't wait till April 16, 5:00 PM. Do the decisions all come out at the same time then? Also, is financial aid reward available immediately.</p>

<p>I know MANY MANY others are feeling the butterflies in the stomach like me, because they are riding so much onto getting into UNC-CH. It can literally be a life changer! Take the pressure off, if you can.</p>

<p>You’ll be a 2nd year transfer if you have 15 transferable hours. NC residency isn’t relevant with transfers (though admissions data says otherwise – probably a larger in-state applicant pool, though). </p>

<p>Of course the OOS is competitive. S`hittons of people who didn’t get in during freshman picks want their shot again, so many are re-applicants. I don’t know how turned off they are at first by the CoA, but maybe when they realize how stupidly high their debt will be, they’ll rethink it (assuming no merit aid and little federal aid/grants). </p>
