<p>I did this a while back, and I never got to finishing it, but here were the schools from 117-74 in US News, made it so it wasn't on any factor other than academic merit (eg. no financial need, minority status, etc.)</p>

<p>The University of Maryland at College Park offers free-ride merit scholarships, called Banneker-Key Scholarships, to in-state students (they make more than 200 offers per year in the expectation that about 100 will accept the offer). </p>

<p>Quite a few smaller merit scholarships, including some that can go to out-of-state students, are also offered. </p>

<p>In general, all an applicant has to do to be considered for any of this is to submit the first part of the regular application paperwork by November 1 (this is NOT early decision, which UMCP does not have; it's just early paperwork) and the remaining paperwork by December 1. </p>
