<p>In Australia it's all relative. If only one person gets 70% and the rest are lower, some like 65-60% will be an A+ etc. </p>
<p>This is then standardised against the final exams which are set by the state which are also marked relative to all other candidates. </p>
<p>The state however only trusts the final exam so if you stuff up in school eg say B+ grade but ace the final, they will go "The school must be marking overly harshly so we'll pull your grade up to an A+"</p>
