I have hypothetical a question - if you're a US citizen but currently residing in a foreign country, are you considered an international or domestic applicant?

I had this situation this year, I called the schools I applied to and was told that my files are considered by the International admissions people, although they keep in mind that you are American. Basically you are placed in a funny sort of hybrid catagory. For finaid purposes, you're considered the same as any other US citizen.

Why does being international matter even...?? Is it because Colleges can get more money out of internationals? I don't understand why it should be any harder for internationals.
