<p>I think if the form is for let's say a school like USC and all the other schools on your list are Harvard, Yale, Princeton, Stanford...it is pretty clear that you regard USC as your safety. so pick wisely.</p>
<p>The Collegeboard international fin aid application form is the most commonly used form for international fin aid. The "where else are you applying" question is probably included in order to mimic the FAFSA (the fin aid form for American students), which automatically keeps track of where a student applies for aid. Since this is a standard fin aid form and not Duke's own, I don't think Duke really cares about the answer.</p>
<p>When a college really IS interested in where else you are applying, they ask you directly on their application (where every student has to answer it, not just fin aid applicants). I don't think your answer influences your admission decision; it is more likely used for statistical purposes (finding out which colleges a college shares the most applicants with etc).</p>
