I am applying as an Int. Student to UPenn. I saw on the site that UPenn only needs the CSS profile from Int. Students, but I have a link to the PFAS on my account. Should I also submit the PFAS or is only for domestic applicants?
Also, should I mail my parents’ tax returns to UPenn even though it is not listed on the Int. Student requirements?

As an international student I am wondering about these questions myself as well. But here are my thoughts on this topic:
On the Financial Aid Checklist page for international students (below Option #2) they say:
“Submit Documents to Student Financial Services one of these ways:
Use a Cover Sheet/Tax I.D. Form each time you fax or email documents.
Please send your tax returns directly to SFS, as Penn does not participate in CSS/IDOC Services.” So, I guess they want international students to submit their tax returns, too. But this only my guess, so you may correct me, if I am wrong.
The PFAS requirement also confuses me. I haven’t submitted it because on the print version of the supplement it says “Penn Financial Aid Supplement US. Citizens and Permanent Residents”. So, I THINK that it is not required for internationals.
