Upenn's financial aid doubt

Hi This is Upenn’s financial aid webpage for international students.
http://www.sfs.upenn.edu/finaid-checklists/checklists-pro-international.htm
It says that the preferred option is sending the CSS Profile but in the tips it is written that Penn does not participate in the CSS service. Can you please explain this discrepancy?

  1. And why has Upenn stated that it doesn't participate in the CSS for income tax returns? CSS was never about income tax returns right? There is iDOC for that.

“Submit tax returns directly to SFS. Penn does not participate in CSS/IDOC Services”

Penn does not participate in the IDOC income tax verification for CSS, which simply means you send your tax returns directly to Penn’s SFS.

@goldenbear2020 all right. That means I have to submit the tax returns to SFS only right? And will it be ok if I don’t fill in upenn’s own financial application but just send in the CSS?

Penn participates in the CSS Profile. They state that they actually prefer that you use the profile. They are giving you other options in the vent that you cannot afford the fees associated with filing the profile (international students are not eligible for CSS profile fee waivers) or if you live in a place where you don t have internet access.

They give you option 2 if you cannot do option 1.

What Penn does not do is participate in the IDOC services, where you will usually get a cover sheet sent from CSS and you fill out the information, and send it to IDOC a, 3rd party that uploads the information and sends to the schools that participates in this process.

If you are doing the profile, as @goldenbear2020 says, you would then print the cover sheet and scan and upload it with your supporting financial aid documentation or you can mail them to Penn

Fill out **all of the forms that they require. **If you are missing any paperwork you will not be considered for aid
