The Carleton website says, they offer international students the following scholarships

Up to six full scholarships covering Carleton's comprehensive fee, including tuition, room and board.
Up to six partial scholarships with a maximum value of one-half of Carleton's comprehensive fee.

If 6 students received each of the scholarships there would have been a total of 624 = 48 international undergraduates receiving aid.

But the Common Data Set says that 70 international students are receiving aid in Carleton.

Does anyone know the reason for this disparity?
