I've heard that international students that plan to apply for financial aid have a harder time getting accepted into a liberal arts college. Is it true?

I've always been attracted by Pomona, but I'm not sure if I wanna apply knowing that my acceptance/rejection somewhat depends on the factor that I'm in need of financial aid and I'm international.

*Applying for Aid for International Students

Each year, Pomona College provides financial aid to a limited number of first-year international students. International transfer students are ineligible for any form of financial assistance. For students admitted to the College with aid eligibility, the College meets 100 percent of the demonstrated financial need, which is based on a family’s financial circumstances. The College provides only need based aid; no merit or performance scholarships are available.
Applying for Financial Aid as a First Year International Student

International Students who wish to be considered for financial aid must apply for admission as an international student applying for financial aid and submit the CSS Profile application and the 2011-2012 International Student Certification of Finances [pdf] .

The Admissions Committee takes financial need into consideration for applicants who are not U.S. Citizens or Permanent Residents. Once a student submits the regular Admissions application to Pomona, his or her financial aid status may not be changed. Since financial aid for international students is limited, competition is intense.*
