I would like to include Carnegie Mellon in my list

Yeah, there are very few schools that are need blind and meet full need for int’l students most, if not all, are top 10 schools. American students who don’t live in a specific state have a hard time getting aid, so if you are in another country it will be even harder. You might not get anything at all. If I were you, remove the public schools and only look at private schools if you really need aid. Because priority is given to those who pay taxes in that state.

Scratch off:

UMich
UWash
UT - Austin

You won’t get much, if any, aid as an international student.

@AnnieBeats‌ can you name some private schools that meet full need? Thank you :D

These are the only need blind schools that meet full need for Int’l students:

Amherst College
Harvard
Princeton
Yale
Dartmouth
MIT

None of them offer your major.

However, there are some colleges that are need aware for international students like Swarthmore but meet full need for those who are in fact admitted. At Swarthmore though, the acceptance rate for Int’l students is 5%.

You can look at Chapman U and University of Miami. Those are the private schools in America that have your major and accept less than 50% of students.

Some less selective schools are schools like Quinnipiac, Fairfield U, Drexel U, and Mercer U. But there aren’t many options for int’l students seeking a Software Engineering degree. There are only 33 private 4 year colleges that offer that major.

There are some public schools like Florida State University, Auburn, SUNY Oswego, and UC Irvine, but your chances of getting aid are slim.

Also, I should mention that none of the schools you listed have your major.
