International presence, International relations

I had almost made up my mind to go to Brown or McGill because they are far away from my home in Washington State when someone reminded me that Berkeley is a really great school, in an area very different from Washington State.
My question then, not having heard much or been acquainted with the idea of Berkeley, is how well do you think it would fit someone hoping to major in international relations, who has lived abroad and become very accustomed to an international perspective and doesn’t give a **** about appearances or image?
I can’t seem to find rankings of undergraduate international relations programs, so does anyone know how good the program is at Berkeley? I’m hoping to double major, with my other major being ~biochemistry or something of the like. Would this be very difficult to fit in at Berkeley?
Also, is there a noticable international community at Berkeley? Are people concerned with international issues? Is study abroad very popular and are good programs available?
Any information at all would be truly helpful, as I kind of have to decide by Monday.
