TIMSS STUDY MATH & SCIENCES

In this statistical study, it appears that US high school students are behind roughly 15 countries as far as Maths & Science literacy (scientifically mesured through tests) including Sweden, Switzerland, New Zealand, Hungary, Russia, Czech Republic, Lituania, Cyprus, Australia, Canada, France, Iceland, Italy & Norway. Situation gets worse when it comes to higher maths.
Can anyone explain this? Schooling is expensive in the US as opposed to other countries where the public system is best.

 behind new zealand??????????? People in my class still don't know how to do easy simultaneous equations (eg. x+2=2x+1) and have trouble remembering 3x5 :</p>

Do you mean schooling as in college or highschools?.. Because I thought highschools in US are (in most cases) free of tution.. they just have to pay 'donation'. That's like our school and our 'donation' is like $700 -- and they don't even provide heating in the commons!! (btw, there ARE heaters. they just don't turn them on :( )
