Here are two old lists worth looking at. Check each website to find out if the scholarship still exists, if it is full-ride or jut full tuition, and if it is open to international students. In the past, some of these did meet your criteria.

However if your family makes less than 40K for a family of 4 you get a fee waiver to apply through commonapp.

^you can get commonapp fee waivers. For the CSS Profile, you can individually request a waiver from each college, some do provide internationals with a waiver.
@MYOS1634 The common app fee waiver isn’t available for internationals outside US. In my case, I had to ask each college individually so I would expect OP doing the same.
@gigichuck To have some metric while you take the actual SAT take a practice test. You should wake up on Saturday/Sunday morning and prepare yourself just as you would do in the actual test, find a quiet space and time yourself accordingly. Usually, practice test can predict your performance (in a relatively acceptable scale)
Attend to the Yale program the fundraising idea mentioned above it’s pretty good. That program can help you to get a boost I’m you application.
There aren’t really too many outside scholarships for internationals, your best bet is institutional financial aid and scholarships.
MIT is one of the most generous universities in the United States.
You should contact the Education USA office in your country they offer opportunity funds (money to pay for tests, application fees and sometimes airfare for low income students who are likely to get full financial aid in the US)

I think having to give up the Yale Global Scholars is a pretty sad situation, but could provide you a really great material for an essay. To me it sounds like if you always had an extra hurdle over others - normally getting accepted should be the hard part and after that it should be just an happy ending, but for you, paying was another struggle. Even holding a crowdfunding campaign, which is normally a desperate last measure for most, was denied. Basically most US students with enough education to be accepted to a prestigious summer school are capable of paying a few thousand dollars of tuition. To compare you with them would he very unfair, and admissions officers to prestigious US universities know that very well.
And I personally think there are some advantages to such hardships. It forces you to be capable of reaching an extra mile. Not a very comparable example, but when I was in my korean flute class, I had to practice using one with a broken blow hole for a while (each ones are really expensive/hard to find as they are mostly hand made, so I had a hard time finding the money to get a new one.) It was really hard to even make a sound out of it other than windy noise, but I eventually made it till the test, played a song, and still got an A- for still having that windy sound.
A while after the test, I bought a new one and found out that I could play it from any angle, in any magnitude or speed. When playing this flute, keeping a posture is normally the hardest part because that type of flute was generally very difficult to blow properly. But that was no problem for me because I could literally play it even upside down or while walking. Using a f-ked up flute worked as an advantage for me eventually. I am probably the best in my school, won a few contests and such.
If you write well about always having that extra hurdle, and struggling to overcome those, maybe you can pull a nice story out of it. Many say that getting accepted to top US colleges are like winning a lottery, but that’s only for the moderately qualified, but nevertheless uncompetitive applicants. Being a top of your country’s most competitive school is one thing, and overcoming poverty/background is another. I have a feeling that this might really work well to Ivy schools which would love to find people who are going to be “leaders” in every field - being an international applicant could help in that sense.

Are there colleges that let you screenshot your SAT so I can bypass the cost to send SAT scores?
I haven’t heard of any… but given how easy it would be to cheat via the screenshot means, I doubt anyone would accept them. That’s why it’s done through an independent company: to cut down on the odds of fraud.
@mrduque : I’m very sorry if that wasn’t properly done for you. Yes, international students whose counselor indicates they qualify under one of the items listed, qualify for commonapp fee waivers.
@gigichuck : your guidance counselor needs to upload any test score taken during junior year upon your transcript, and add your senior year test scores either on the senior year transcripr or as 'optional report ', indicating that’s where they are. Most commonapp universities will accept these in place of scores sent by the college board. Some universities, especially public universities with guaranteed merit scholarships, don’t, but it’d greatly increase your chances if your guidance counselor agreed to do it this way.
@MYOS1634 The SAT isn’t exactly a national exam or something so it doesn’t show up on the transcript, so technically there’s no space for it.
Well, your counselor can add a form called ‘Optional Report’ that specifically lists all your score reports. It can also be listed as part of the written recommendation.

@MYOS1634 Do you think Howard University is a guaranteed full ride if I hit my target score? I’m leaning towards it because one guy from my school got in on a full ride for Fall 2017 and we have the same GPA but he was valedictorian (sucks) and I have better ECs and sports(I think?) but he was more into competitions. His SAT: 1450.
Another girl got in too but it was $36000 in aid with a 1340 SAT. I definitely have better stats than her.
Also I think Minerva at KGI is a guaranteed full ride, but at least they don’t need the SAT.

@WISdad23 Theoretically, I have plenty of options. Practically, none. Seriously, if I don’t get a US university after senior year I’ll take a gap year. I’m not willing to believe I still won’t get one after the gap year. #Optimist
@gigichuck Be cautious about presuming a full-ride from Minerva. Most of the schools I was accepted to offered me nearly full-rides while Minerva said I wasn’t even eligible for aid. It wasn’t until I showed them my aid letters from other top-ranked US universities that they gave me a maximum scholarship. It’s also worth noting that unlike HYP where a full-ride means they pay for literally everything – Harvard for example gives you a $2,000 check when you show-up on campus for any expenses they can’t predict – Minerva doesn’t include the cost of travel, insurance, a laptop, or your deposit. Even if you get accepted (which is quite difficult) and get their max scholarship (which includes a very large work-study package) you should still expect to pay $4,000+ per year. That being said, the program is pretty amazing. Best of luck!
@CactusUsername Thanks for the advice. I do know some students from my high school who are paying only $1000 though. Anyway, which schools did offer you near full rides?
@gigichuck Depends what you mean by paying $1,000. It’s quite possible they’re only paying $1,000 in tuition, room, and board costs to Minerva, however insurance and travel costs are more than $1,000 per year and are never covered under Minerva’s financial aid. It’s also pretty hard to work during the year to pay for those costs since you’ll only have a student visa in the countries where you’re living.
I got a merit full ride from George Mason University and need based full ride from Harvard. I was also able to appeal for merit scholarships from UChicago which brought that to about a full ride too. I probably could’ve persuaded other schools to increase their packages by sending them the offer from Harvard, but those were my top 3 choices so I never bothered to.
