Fact is…most universities here do NOT guarantee to meet full need for all students…and even less do so for all internationals.
What are your SAT or ACT scores…and what is your GPA.
What year are you in HS?
In terms of merit aid, based on your stats…even those generous awards are very often NOT available to international students.
How much can your parents pay annually?
Is there an affordable option in YOUR country?
What year are you in? Do you have a SAT/ACT score? Do you rank at the top of your school?
And where do you live? Your application as n international student will be considered with others from your region. Some places have a TON of extremely well qualified applicants for U.S. colleges.
Read through the thread at the top of this forum that is about Automatic Full Ride scholarships. Check each of the scholarships discussed there, and see if you qualify for it.

I’m from Vietnam.
My family contribution: about $11000-$12000 annually
My GPA: 8.9-9.0/10
My new SAT: 800 Math - 670 EBRW
My school does not rank, but I can tell that not many students achieve such GPA in my high school. Top 20% is guaranteed.
Moreover, my high school is for the gifted, the most rigorous in my city and one of the most rigorous in my nation.
I have good extracurricular activities, but not outstanding.
In term of merits, I have a national honorable mention prize, prizes on the city level, and prizes within my high school.

A 8.9-9 from Vietnam is certainly within top 10% nationally, if not better.
Your guidance counselor will have to explain the selection process for your high school as well as grade deflation (ie., a 7 in this school typically results in an 8.5 in national examinations or whatever is true).
