International student transfer. chances

Hey I am an international student attending a community college. I plan on applying to Georgetown.
I got my baccalaureate (equivalent of the french baccalaureate for high school student) with high honor which is not a common thing in the educative system of my country.
I was on honor roll throughout my senior year. We don't have such things as EC's in my country.

Here in the US I am attending a community college with a current GPA of 4.0
I am a secretary of Several clubs ( speech, government, African club)
I have few volunteering hours, never had a job.
In high school I took 2 years of Arabic, 3 years of Turkish and I have some notion of German. Should I include that in my application?
Right now I am working on the establishment of an organization that will bring together African students here in the US and the ones in Africa. The organization has a socio/political purpose and also economical. I am still recruiting students and writing out the specific purpose of the organization.
And also does the SAT/ACT apply to me?
So far that's what I have achieved, it has nothing as competitive as the other students stats I see on here. So do you think I have any chance on transferring to Georgetown?
Thanks for your responses
