Is ACT 31 enough for an international student?

I am a high school student from China. I stayed in the U.S. for my junior year as an exchange student. My ACT score is 31 with the following subscores:
English 34, Math 33 (I have gotten 36 before), Reading 24, Science 32 and writing 8 (I have gotten 10 before).

Since it is pretty hard to retake the test in China (I need to go to Hong Kong to take it), do you think my current ACT score is already satisfying for an international student like me applying to Penn?

I can retake the test in December in Hong Kong. Do you suggest me to take it again, I mean, if you take the travel and expense into account?

Thank you! Xie Xie!

I think it depends on how you did on everything else (i.e. GPA, ecs, etc.). FWIW, I got a 31, too, and was waitlisted (granted, I wasn't an international applicant-I'm from Philly, which is a slight plus.) I think if it's possible (financially, etc.) for you to retake (or maybe to try the SAT), you should definitely give it a shot. Good luck!

i applied as an international student last year with 31, but i completed my high school in US. I was rejected. It could be mainly cuz i applied to wharton. could have gotten in other schools at UPenn. But one problem with your score is that its not leveled. you scored 34 in eng, 33 in math, 32 in science, but your reading score is 24! thats a HUGE minus... Its better if you had 30 in eng., 33 in math, 30 in science, 29 in reading. you know what i mean
