IS Boston University's TRustee Scholarship or Presidential Scholarship Binding?

I have to apply by December 1st, if I want to do the Trustee and/or the Presidential Scholarship. Are these scholarships binding?

No they are not.

And they are competitive. Just because you apply does NOT mean you will be awarded either one.
