Is CARS billing all year around?

<p>I received an email for my CARS bill today for a statement due by July 15th. The amount is $0, so do I have to actually "pay" that bill? Because won't E-Bill charge me $0.50 for the convenience fee if I choose to pay it online? (I'm not making a big deal about 50 cents, but if I don't formally pay this bill, will I be charged a late fee?)</p>

<p>The bill is issued if there is a balance but also to reflect your payment from the prior month. Thus, if you paid in full last month, you still get a bill. If the amount is zero, pay nothing, there is no late fee.</p>
